Does our project need a digital agency or a software developer?

First clarify what needs to work when the project is complete. If the main focus is your brand, content and campaigns, you need the relevant design and editorial services. If orders need to reach the ERP, customers need access to their documents or staff need to work on mobile devices, software development becomes part of the project. The label “digital agency” or “full service” alone does not tell you who will actually handle these tasks.

Ask about the specific team and its services. Who works out how people will use the application? Who designs the interface, develops the software and looks after operations? Even with a single point of contact, these responsibilities should be set out in the proposal.
