No. You can use the Android launcher offline and without an account. You can create favourites lists, search for apps and design your home screen.
Other apps that you open via Workspace may need their own accounts or internet access. Favourites lists only organise shortcuts. Separate app accounts and data are created by an optional Android work profile.
