Answer
Responsibility is documented in a business data and process matrix. For customers, products, prices, stock, orders and statuses, it records where they originate, who may change them and where they are distributed. Exceptions and transition phases are also described.
Technically, these rules are enforced through permissions and interfaces. An interface must not write to every system just because an API is available. During a migration, special rules may apply temporarily; they need an end date and a clear switchover. Workspace makes the working interface simpler, but must not make the underlying responsibility invisible.
