Yes. Local lists can be created and used while shopping without an internet connection. After the first load, the web app works local-first; the actual offline availability still depends on the browser and the stored app version. Without a connection, shared changes cannot reach other devices at first and are synchronised later.
It’s important to distinguish between local usability and the current shared state. When several people are involved, there may temporarily be different versions. For a particularly important shopping trip, it’s worth quickly checking before you head out that the list has reached the expected state.
